Township Referral Process
There are three options to consider when
someone requests assistance:
1. ASSIST THROUGH YOUR PARISH’S
BENEVOLENCE FUNDS
2. TRUSTEE ASSISTANCE - A trustee is
responsible for helping poor persons in their township only. Trustees
require the completion of an application for assistance, a thorough
investigation and, when found eligible, assists in the most economical
means available. A person or family is in need if there is not enough
income or resources to provide the basic necessities of life. Necessities
of life include food, shelter, essential utilities, medical needs,
household supplies, clothing including footwear, transportation to seek
and/or maintain employment, and other basic needs.
Prior to referring individuals to the
trustee, first determine their township of residence. If they live outside
of Fishers, feel free to call the Delaware office for guidance.
The Fishers area is divided into two
townships, Fall Creek and Delaware:
Fall Creek Township’s boundaries are:

East and west boundaries are Atlantic Road and
Cumberland Road

North and south boundaries are 146th Street and
96th Street

Marion Hensley is the Fall Creek Township
Trustee

Delaware Township’s boundaries are:

East and west are Cumberland Road and the White
River

North and south boundaries are 146th Street and
96th Street

Deborah Driskell is the Delaware Township
Trustee Business hours are Monday - Friday, 9:00am - 4:00pm. Closed on
holidays. Any staff person is qualified to answer questions at 842-8595.
TRANSIENTS - All transients, or
travelers stranded in the township, may apply for assistance during
regular business hours without the aid of the local police or county
sheriff’s department. Please refer these individuals to the Delaware
Township Trustee’s Office at 842-8595.
3. MINISTERIAL ASSOCIATION FUND -
This fund is established to provide vouchers on a limited basis for
requests made to churches by non-parishioners. This system provides a
means of preventing the duplication/abuse of charity dollars.

Applications for Ministerial Assistance are made
at the Delaware Township Trustee’s office and local churches may contribute to
the fund c/o the Delaware Township Trustee.

Township residents who have basic needs that
extend beyond a one-time use of the voucher system will be referred to apply
for township trustee assistance from their local trustee.

Vouchers are as follows: Groceries (Marsh $25);
Meal (McDonalds $10); Hotel (Sleep Inn, 1 night stay); Diapers (Marsh $10);
Gasoline (Gas card $25).

Additional funds may be dispersed on a
discretionary basis for eligible township assistance applicants for items not
customarily provided by the trustee. For example: health or auto insurance
payments, license plates, etc. Requests for basic needs beyond the vouchers
will be referred to the township trustee. Delaware Township will confer with
Pastor(s) Mike Reed and Joe Freeman regarding any unusual requests to the
Fund.
REFERRAL PROCEDURE FOR MINISTERIAL FUND
1. Referring minister/church or the person
in need may call the Delaware Township Trustee’s Office at 842-8595. After
hours, the office recording provides the number for the Hamilton County
dispatch who will reach Deborah Driskell.
2. If making a referral for someone after
hours, ministers may contact Deborah at a number available from Joe
Freeman or Mike Reed. However, this number is not to be given to those
asking for assistance.
